The Building Safety Act 2022 (BSA 2022) has brought in several changes to how risk is managed within leasehold properties. One of these changes is for high rise buildings to be registered with the Building Safety Regulator.
The criteria to register a building is that it is at least 7 storeys or is at least 18 metres in height and has at least 2 residential units.
Following the introduction of this new legislation, there is a requirement for all high rise buildings to produce a Safety Case Report which contains several files providing information on how the spread of fire is managed and the structural safety of the building.
This report must show how the building’s management are preventing fire spread, structural failure and limiting their consequences.
its is a requirement for all information to be stored electronically, easily accessible and transferable to those that require it. This forms a key part of the Golden thread of Information.
The Safety Case Report covers multiple aspects, and in preparation of this, there may need to be various professional surveys including a Fire Strategy document, the production of a Resident Engagement Strategy as well as a procedure for mandatory Occurrence Reporting.
The recently set up Building Safety Regulator, a government body overseeing this legislation, will review the Safety Case Reports and ultimately if satisfied, produce a Building Assessment Certificate. This is a legal requirement to be held and failure to obtain the certificate could mean that the building can not be occupied.
